The Commission on Disproportionality in Youth Services was created by the 2007 Indiana General Assembly (P.L. 234-2007) and appointed by the Governor, Senate, and House of Representatives. After 10 months of work, the Commission presented this report to the citizens of Indiana.
This Commission was formed to develop and provide an implementation plan to evaluate and address disproportionate representation of youth of color in Indiana’s child welfare, education, juvenile justice and mental health service systems. The Commission performed its work with one goal in mind – to provide a roadmap for the state’s leaders to advance efforts to ensure that all children can thrive, with the specific emphasis on children of color.
This critical review of existing practices and necessary supports to address disproportionality concerns is meant to provide statewide strategies that will ensure the continual development of timely, appropriate, and culturally responsive services for young people of color. It has been an honor and a privilege to participate in such a worthy cause, with a diverse team of youth and adults determined to improve both the potential and possibilities for youth of color throughout Indiana.
